Mix rice flour, sugar, baking powder, and water into a dough. Divide into 12 balls. Flatten each, wrap around a ball of red bean paste, seal tightly. Roll in sesame seeds to coat. Fry at 300°F, pressing the balls gently under the oil with a spider — they'll expand to 2x size and become hollow. Fry 6-8 min until golden.

Constantly press the balls under the oil surface with your spider strainer. This forces them to expand evenly and creates the hollow center.
