Mix rice flour, wheat starch, and water into a thin batter. Grease a sheet pan, pour a thin layer of batter. Place shrimp on top. Steam 2 min until the sheet turns translucent. Use a spatula to roll the sheet into a log. Drizzle with sweetened soy sauce (soy + sugar + water, simmered).
