Steam and sizzle(20 min)
Clean fish head, place on a heatproof plate. Mix chilies, garlic, ginger, soy. Spread over fish. Steam on high heat 12-15 min. Heat 2 tbsp oil until smoking, pour over the fish (it'll sizzle!). Serve immediately.
