Mix filling: pork, cabbage, garlic, ginger, soy. Pleat each wrapper. Heat oil in a skillet, place gyoza flat-side down in a single layer. Fry 2 min until bottoms are golden. Add 1/4 cup water, immediately cover. Steam 4 min. Uncover, cook until water evaporates and bottoms re-crisp. Serve with soy + rice vinegar dip.
