Separate cabbage leaves from the thick white stems. Cut stems into bite-sized pieces. Fry stems and dried chilies 3 min over high heat. Add leaves, toss 2 min. Splash vinegar around the edges of the wok (it sizzles and caramelizes). Add soy + sugar, toss 30 sec.
