Soak julienned potatoes 10 min to remove starch (this keeps them crispy). Heat oil till smoking. Fry dried chilies and Sichuan pepper 15 sec. Add drained potatoes, toss furiously 2 min. Add vinegar and salt, toss 30 sec. Serve immediately — crispy, not soft.
